Pair of very large antique metal shears or sheet metal snips. These measure about 30" long with 7" blades. They are made to fit in the hardie hole on a blacksmith's anvil (or perhaps drive as a stake into stump ). They would be used to either cut light weight metal cold or heavier stock while hot from the forge.
The tang measures about 5/8" x 1/2" at the tip. These have a patina of age and rust.
